Trustee Training Bills Advance in South Carolina

This morning the South Carolina House Higher Education Subcommittee unanimously advanced two bills strengthening training for members of its higher education governing and coordinating boards. House Bills 4736 and 4737 ensure that new members of the South Carolina Commission on Higher Education and new trustees serving public institutions will develop a comprehensive orientation and training program to ensure that their new members have the knowledge they need to be informed, engaged fiduciaries. Both bills cover an impressive array of topics—including board members’ statutory, regulatory, and fiduciary obligations, financial management, and national and state trends in higher education—leading Representative Phillip Bowers to remark “I would like to get this training too, that’s a comprehensive list!”  ACTA offered testimony in favor of both bills, and applauds the work that Representatives Timothy McGinnis and Sarita Edgerton are doing to sponsor efforts to support trustee governance.
