Model University Anti-Masking Policy

While free expression is of paramount value at any college or university, the intentional concealing of one’s identity of public raises serious concerns for campus safety. ACTA’s Model University Anti-Masking Policy protects members of the community from the use of masks to intimidate, while recognizing their legitimate use in common sense circumstances such as medical use, religious observances, or bona fide theatrical productions. ACTA gratefully incorporates into this model policy the language of Virginia Commonwealth University’s requirement to present identification when asked by university officials.
