House Bill 1322, the Maryland Campus Area Free Expression Act, aims to balance the need to provide an orderly environment conducive to student learning with colleges’ responsibility to respect the rights of students, faculty, and staff. By banning restrictive “free speech zones” and ensuring permits and security fees are assessed by “clear, published, content- and viewpoint-neutral criteria,” this bill ensures that administrative power is used to facilitate, rather than frustrate, the open exchange of ideas.
